There was much chaos around classification rules. Tournament rules stated - breaking official FIDE rules - than Sonneborn-Berger was a tie-breaker instead
of a play-off. The players were somehow misorientated and did not actually know what would the rules be. As it happened, at the end of the last round, the main arbiter
sealed the Berger as the tie-breaker being unaware that the one to take interzonal spot is Ferrer, and not García Vicente as everyone thought!
