Eastern Bloc chess federations did not allow the following players to participate in the act of protest against facist Franco's regime:
Uhlmann (GDR), Ermenkov (BUL), Smejkal (CSR), Adorján (HUN), Ciocaltea (ROM), Velimirović (YUG) and also Ornstein (Swedish Chess Fed. joined the boycott).

FIDE decided to arrange an extra zonal and award it two extra interzonal spots. See Aranđelovac 1976 zonal B2.
