This was first championship after breakup of SFR Yugoslavia.
Slovenia, Bosnia and Herzegovina, Croatia and Macedonia left the federation.
Only Serbia and Montenegro remained.

Eight teams were eligible to participate: 7 from Montenegro and Serbia, and incumbent champions Bosnia Sarajevo. Bosna withdrew from the league, so Industrija Motor Rakovica stayed in the league.

The league format was extended from 8 teams to 12, so four teams were promoted from the second league.
City of Titograd returned to its traditional name Podgorica, and the club was renamed as Budućnost Podgorica.
Players participating: 155 (incl. 23 GMs, 33 IMs, 7 WGMs, 33 FMs, 9 WIMs and 3 WFMs)
Games played: 660 (at least 2 games were forfeited)
Competition format: Ten board round robin (6 men + 2 women + 2 juniors).
